Design of a Workforce Decision Support System

Oyak Renault Bursa plant has been established in 1969. With a yearly plant capacity of 360 thousand vehicles and 450 thousand motors, Oyak Renault Bursa plant has the biggest capacity among Renault group facilities following the facilities in Western Europe. Evert year, Bursa plant receives a yearly budget that involves yearly projects and continuous tasks assigned to Bursa plant. In order to finalize the budge, a negotiation period begins between France and Bursa plant manager. After the negotiation, man hour requirements for negotiated yearly projects and tasks are assigned to white collars in Bursa plant regarding workloads and competencies. As the project group, our task is to design a workforce management decision support system which involves an integrated database system that generates requested reports in a timely manner and an assignment model that supports workforce to workload assignment decisions. In the solution approach there are two steps. First step is to build a database, query and reporting system that support workforce management decisions during and after the budget negotiation period. Second step is to build a model that supports the decision making process for workforce-to-workload assignments by providing workforce suggestions for given projects and tasks. Mixed integer programming is used to assign multi person to multi tasks. The model makes suggestions for manual assignments. In addition to the model, a heuristic model is built in order to enable daily use of the model for the system users. During the implementation period of the project, user manuals of database interface and assignment model will be provided to the system users.
